TRANSFORMATION OF OFFICES INTO HOUSING – two reports submitted to the Minister of Housing, Valérie LETARD

In France, 9 million square meters of office space are unoccupied, including more than 5 million m² in the Ile-de-France region, while we lack housing in high-demand areas. Transforming these offices, which no longer serve their current purpose, would create 20,000 housing units within 5 years, 80% of which are in the Ile-de-France region. How can we renovate vacant and obsolete offices rather than demolish them, whenever possible, and accelerate the transformation of offices into housing? Asset valuation and economic balance are complex to find. Two groups worked with André YCHE (following on from the report he wrote in 2024). The work carried out by these two groups aimed to structure a "transformation industry" that reconciles ecological performance, economic efficiency, and social impact.
